Municipal Clerk Office

MANDATE :

The Municipal Clerk is responsible for keeping and conserving official City documents, such as letters patent, by-law books, minutes of Council Meetings, account books, etc. As such, it handles archiving and document management.

It is responsible for conducting consultative procedures with those eligible to vote whenever provided by law. The City Clerk acts as Chief Returning Officer each time a Councillor position becomes available or when scheduled municipal or school board elections take place.

The Municipal Clerk administers the City’s Property and Public Liability Insurance portfolio. Any claims against the City of Deux-Montagnes must be addressed to the Clerk within fifteen (15) days following the event, after which time claim will be rejected.

The Municipal Clerk is responsible for the auction sale of buildings for non-payment of taxes.

The City Clerk is responsible for applying the Act Respecting Access to Documents Held by Public Bodies & the Protection of Personal Information. This act namely provides procedures whereby requests can be made to consult or obtain a copy of municipal documents; it also provides safeguards for the protection of information of a personal nature. It should be noted that fees are applicable if copies are requested.

All certification and certificate requests (for example: assessment certificate) must be addressed to the Municipal Clerk. This department also handles the follow up of any legal case in which the City is involved and coordinates the preparation and signing of real estate transaction contracts and the procurement of goods and services.

The Municipal Clerk Department ensures the fit and proper execution of legal aspects for the City. The City Clerk prepares Council meetings, drafts the laws and deliberations (resolutions), Minutes of Seatings and the by-laws.

Responsible for documentation and fiduciary for archiving, the Clerk sees to the application of the Act Respecting Access to Documents Held by Public Bodies & the Protection of Personal Information.
